Not sure what else to suggest beyond this. I am at my limit regarding this topic since I don't have any Macs. But it may just be that Apple Videotoolbox no longer supports your GPU. Metal is part of the OS, so I don't think there is a thing as, making sure its there. I may use a different computer. I have an old 7th Gen i5, and an AMD R5 low profile card.
