Which Docker image are you using? The official Jellyfin image has all the Intel drivers bundled with it. I'm not sure if other images include them.
If you are already using the official image I think you will have better luck on the ProxMox forums or subreddit.

As long as the GPU is passed into the container, Intel GPUs "Should Just Workâ˘" with the official image. This leads me to believe this is probably a ProxMox problem/misconfiguration. The link I provided you earlier is all the official documentation we have for ProxMox.

Did you got it working with the Proxmox LXC container?
