If it was video transcoding it would be at or close to 100%. 25-30% is definitely consistent with an audio only transcode. The video in the log you shared has a bit rate of about 3.6Mbps. Code: Duration: 01:43:14.05, start: 0.000000, bitrate: 3653 kb/s You would have to select a bit rate below that before it is transcoded.
