out of 12 devices consisting of 9 different device "types" i don't own anything that can't play 4K video and a couple of those are over 5 years old
i honestly just think you need better devices or accept the limitations of the ones you own and only have 1080p on your server

developers should be focusing on future forward devices not legacy ones

Same, I don't think there's a device in my house that can't play normal 4K video (outside of a laptop that's over a decade old).

I've noticed that my devices struggle more when there's a high bitrate though. Most of the times when I struggle to play a video is because it's a BD remux.
Like a BD remux can already be at 1080p, but some of the media applications on my PC can struggle to play it consistently until I encode it to a lower bitrate.

I will say that for Jellyfin's web player, the quality selector can be worked on a bit to make it clear that it selects bitrate first. Having the resolution right next to the bitrate is kind of confusing.
