I discovered this is a global problem. I have software that I can transfer files over wifi and my phone is not seeing the PC application even though they are on the same wifi connection. It's like my PC is blocking incoming connections.

OK my wifi transfer is working again, so it's unique to Jelly.
There is no binding to a particular address.

Wow. You're on an old version of Jellyfin. Several of our clients require 10.8.10, minimum. Upgrade to 10.8.13 and report back if there are any improvements.

My dashboard says server is 10.8.1 but active devices says web 10.8.13???

With a Jellyfin client or with this "S2" client? Is DLNA enabled on your Jellyfin server? As far as I can tell, Jellyfin is configured to listen on all available interfaces.
Click on Start > Type "Resource Monitor" > Click on the Network tab > In the listening ports table find jellyfin.exe on port 8096 and 1900. What does it say in the firewall status column?

The resource monitor says the jellyfin ports are 56183-56186??? Weird. The dashboard says 8096.

There are likely quite a few jellyfin.exe instances in that table. And make sure you are on the Listening Ports table, since that only includes applications running on your server LISTENING for incoming connections vs active client/server connections which are often in the port range you listed.
Sort by application name and find the one for 8096 and 1900.

I found 8096, it says allowed, not restricted.
