It depends. You need to tailor your numbering to the metadata source and ordering. MOST of the time each season will start with at episode 1. But I've seen, as you described, where there were seasons but the episode numbers were still absolute.
Also, what do you mean by "What plugin are you using for Chromecast"? I have a Chromecast w/ Google TV so I just use the native Android TV app.
