I swear I checked the chrome log already, but I guess not........
My Content-Security-Policy was apparently blocking media-src and not allowing Chrome to access the transcode. Fixed it and now the HVEC video loads. Now idea why Firefox wasn't blocked..... Thanks for all the help.
