I only read "Haswell", didn't scroll all the way down the code block to see the specific model.
Can you share screenshots of Dashboard > Playback? I don't look at encoding.xml that often and I'm seeing mixed messages from it.

Here is the current encoding.xml, I've reverted from the true > false (sed -i -e 's/true/false/g' encoding.xml) version : https://pastebin.com
