I don't relocate my music, I do change and fix tags often. I realized this issue was happening because it wasn't adding songs I just added to the library to the playlists.

Is EVERYTHING on the playlist not working? I created a test m3u8 playlist and tried both relative paths and absolute paths and both worked without issue.
Remove the playlist from wherever it is located, scan your library, put it back in your library structure and scan again.
Otherwise, I have no idea why this is happening.

Most of the songs appear on the playlist and work fine, 47,905 songs are in the playlist and about 2,000 songs don't appear. It could be that it's just too many songs on the playlist, but I made a playlist with only 5 songs and still was missing files. I will try to delete the whole library and start from scratch and see if that helps.

Definitely a weird problem. AFAICT, there is no obvious reason it is not showing some of the songs. If it was ALL of the songs, that is much easier to track down.

Yeah, after deleting and setting up the library again, it is still not showing. I can add the songs manually to a jellyfin made playlist and it will show up fine, but not from a m3u8 file. Well, I can live with that until somehow it gets fixed. Thanks for the help!

Resurrecting this one to share something I discovered.
I was having a similar issue to this (albeit on a smaller scale) with a Christmas playlist I've recently put together from my collection. I built the playlist in Playlist Creator and it is stored in a playlist folder in my CD folder, which is set as a library on my JF server.
I noticed several songs were missing and, using a side by side comparison, found any tracks with metadata that includes non-standard characters were missing. Examples of this are Parfait Noël by Cœur de pirate and anything by Mediæval Bæbes. I altered the "offending" files and, after a rescan, the tracks were there and playable on the playlist.
