The problem isn't Docker, per se. It's WSL. It adds a lot of variables that I am not knowledgeable in to navigate.

I missed this second page when I checked this earlier.
I will try out bare windows instead and see if it works then update this accordingly.
If it doesn’t then likely something is wrong w my windows install, will re-install and try again then.

Update - base windows install works completely fine. Will be moving forward with that.
