Yes, like others my collections were automatically created in a "locked" state ("Lock this item to prevent future changes"), *AND* "Save artwork into media folders" was enabled by default (in spite of my media directories being obviously read-only to Jellyfin - as they well should be), which was a deadly combination.

Please check in http://your-site/web/#/metadata that the collections items are not "locked for future changes".
I am not using the TMDb Box Sets plugin but the built-in collection generator, and it was what prevented me from getting metadata and pictures generated in the /data/collections folder (my installation went wrong, and I delete /data/collections, metadata, etc folders, but somehow the lock was kept for the collection items in the jellyfin db).
As of now I did not find a way to batch unlock collection items, I have to unlock then lock them back one by one.

Still, I would be interested if there is a way to batch unlock collection items.
Also, might be a bug that Identify does not return anything when an item is locked without a warning as to why it does so.
Edit2: I found a way to batch unlock the collections items:
in http://your-site/web/#/metadata edit the library item "Collections" set it to unlock, save. All its sub collection items will be unlocked.
