And you're using http://192.168.1.190:8096 for the jellyfin address? Otherwise, the log looks fine and the firewall config looks fine.

Click Start > type Resource Monitor > click on the Network tab > expand the Listening Ports table. Find jellyfin.exe on port 8096 and tell us what it says in the "Firewall status" column. Should be "Allowed, unrestricted".

it says not allowed, not restricted
the ports are open in the router

The router does not factor into this until you access Jellyfin from outside your home.

And the firewalls status in that dashboard is just for the Windows host's firewall. Follow this guide to re-add jellyfin.exe to the windows firewall.

I just did it and still not working.
I tried connecting outside my network
I tried connecting on my TV and smartphone in the same network
Nothing works, it only works if the firewall is disabled

This reminds me of an issue I had with my kid's computer. I couldn't connect to her Minecraft world without turning off Windows Firewall, even though Windows Firewall had a rule allowing Minecraft. I never did figure out the issue. I had to reinstall Windows on her PC for other reasons and it worked as expected after that.

This SOUNDS like something is fundamentally broken with your Windows install/Windows Firewall. An update broke something, IDK. Like I said, I couldn't explain it on my kid's PC and never found a way to fix it or get around it except turning off the firewall.

I was planning to do a clean installation of windows. I guess is a good time for that
