I removed the K-Lite Codec Pack and I tested an episode of The Penguin. It played. I then stopped it and then played it again and it didn't play. There is no consistency. I don't get what the hell is happening.

I would submit a bug ticket at this point. Something is super wrong with how Jellyfin is constructing the ffmpeg command.
