The fix for me, was to go to my movie library settings, untick the automatically add to collections option, install the TMDB box sets plugin, and click on that plugin and there should be a button to scan all libraries. This created new duplicate collections that did properly download images, so the only downside to this is that I had to go in and delete all the duplicate collections that did not have any images.

I'm curious if you can get the collections to look at images locally like for single movies (looking at poster.jpg and such). I tried putting some in a collections 'root' folder and its not pulling.

Do you mean each collection having it's own poster or do you mean the collections entry on your "My Media" bar?
Because the answer for both is yes, you just have to manually add them through the settings (3 verticle dots at the lower right corner).
You can also have custom artwork inside the collections for backgrounds, logos etc.
