I installed the latest stable 10.8.x version of Jellyfin on my Win 10 workstation, and copied the Jellyfin.Windows.Tray.exe and associated files to my Windows server 2019 running 10.9.1. The tray app seems to work fine using this workaround.

Damn!  I tried that last night and it still didn't work,  I will give it another go and see if I flubbed it and didn't overwrite the new with the older.

EDIT:   Yessss,   it worked this time.  I must have missed one of the associated files.  Thank you!
