The release notes include this change: "Support deeplinking for everything that quickplay supports".

How does this work? I would like to use deeplinks to launch Jellyfin on my Roku TV from Home Assistant, but I can't find any documentation of what the deeplink structure/protocol is.

Additionally, is documentation for the Roku app maintained anywhere? I don't see it in the Jellyfin documentation or linked anywhere on the Github repo. Perhaps I'm overlooking it, though.

No, there isn't. We used to have auto generated docs, but they were less than useless and were discontinued starting with version 3.0.0

Just tossing this out for considersation from a UI / UX perspective.

When on the Movie / TV Shows screen you are presented options to filter the items differently. 
As it stands, this currently takes up roughly 18% of the vertical space (~200px) and once you have a selection you like its hardly changed. 

Would it not make sense to put these options under a pop up menu using the  * on your remote?

Another option would be to put a gear icon on the left bar above the alphabetical search that would bring up UI / Filter options.

It wouldn't. The * menu is for item options, meaning, options you can take for the media item you are hovering over.

Why go through all that trouble? If you press down to go to row 2 of items, the entire bar of dropdowns hides and frees up all the space. It only re-shows when you travel back to row 1.
