Optimize setting - mikey2700 - 2025-05-12

Hello I have a server that I am using for multiple stuff I switched from Plex to Jellyfin due to their changes. I've been liking Jellyfin with the customization and it handles 1080p shows fine but when I watch 4k movies or BD movies the video stutters. I feel like I have set the correct settings but maybe I am missing something. 
The server parts are:
CPU: threadripper 3970x 32 cores
RAM: 256GB
GPU: Nvidia 4070
PSU: 750W
OS: Windows 11 Pro (I know I will soon be changing it to something else if any recommendations you think feel free)
Pool SSD: 5TB
HDD: Raid 0 58TB.

I know that in the transcoding setting I have hardware encoding disabled but when I have it enabled it stutters more. 

I can see the utilization of the CPU being used when hardware encoding is disabled. I also see the utilization when its enabled on the GPU. 

My goal is to have Jellyfin running and family and friends can watch movies whenever they want or even do a group watch with my friends when we are all home. Instead of discord streaming  Face-vomiting

Maybe I explained this thread wrong now that I am re-reading it.

My movie files are HEVC codec. If I want to use my browser to watch the movie it needs to transcode the movie. What options would be best so when it's transcoding the movie doesn't stutter.

I know due to the fact from here https://jellyfin.org/docs/general/clients/codec-support/ that browsers don't support HEVC codec. On Jellyfin media player it runs fine but I at least want to get the transcoding good for simplicity of entering a browser and watch the movie/show.
