is there a way to set the "Library Page Size" to default to "0" for all users? Right now that setting is tied to the individual web-browser so I cannot force it. thanks!

That is a user specified preference. It cannot be set globally. Each user has to choose it for themselves. I believe that particular setting is also per-client. So I don't think you can even log in to the user and set it for them, as it's something unique to each client device.
