I couldn't see the Rewind and Fast-forward button in the Mobile browser but it is visible in the Desktop browser. Is it the same case for you guys.
And in the Android TV application audio delay feature is present and it is not present in the other platforms .

I think the delay function depends on the used player. Try switching the player to LibVLC.
