I'm running jellyfin on some old hardware of mine (Ryzen 3 4100 with 32gb DRR4 3200 no gpu) through true nas and I'm in an old building so the connection is 100mbits max even with a wired connection.
Is there any way I can stream my movies in a lower quality(with less bandwidth) while avoiding the cpu usage of transcoding?
No matter what I do I cant get it to stream with out lagging or getting stuck.

Will you be watching stuff just locally (on your network), or do you also plan to have remote access?

Yes, just about all clients support x264 encoding; and if you're looking for lower quality then you can generate x364 720p, 480p, etc. files through handbrake/ffmpeg/etc. that will stream without encoding at the cost of lower quality and more disk usage. No matter what if you'll most liekly have a fairly low quality/bandwidth if over wifi so you may have to check on that. There should be notes in the log files on why the file(s) are transcoding that you can check and attempt to address.

I've never tried it, but this documentation appears to indicate that you can.

But it doesn't look like Jellyfin automagically does it for you.
