My combination of win11 htpc and TV will only support HDR in 4k if the refresh rate in windows is set to 30Hz. Setting it higher switches off HDR.
However when I playback 4k HDR media vis jellyfin with the TV set to 30hz, I get occasional judder and frame drops. Setting to 60hz plays back smoothly but with no HDR.
Can the jellyfin server do anything to sync the media to the 30hz refresh rate and get rid of the judder/frame drops?
I've tried playback via vlc and get the same framedrop issues which disappear at 60hz but also switch off HDR.
Playbavk via the android TV jellyfin app plays back with HDR and no judder but I lose windows and other connected htpc devices.

The server can't do anything about it. It's just serving the file as is
The client and/or device would have to do something about it and I don't imagine the client app being able to do anything about the judder you experience at 30Hz
Maybe variable refresh rate, if available, could help?

Thanks, was wondering if anything was possible in the transcoding space but seems like I'm stuck with either HDR and judder or no HDR until I can output 60hz 4k with HDR.

seems obvious to say running android you lose windows but what is this "other htpc devices"?
windows barely has HDR support in general based on my own experience so losing windows is not a bad thing in terms of home theater
i would recommend reconsidering how you have things setup if you want a higher end media experience, even a (very) cheap android device with CoreELEC can outpace windows without even trying

What GPU do you have? Its possible that the HDMI output on your GPU doesn't support 4K60 HDR. Probably HDMI 1.4, but pretty sure you need HDMI 2.0+ for 4K60 HDR.

In terms of other devices. My amp and speakers and connected via USB to my htpc as an external DAC, moving over to the android TV app will mean media can only be output via the TV not via external USB DAC/amp.
I have a kinda audiophile grade setup for playback of a large FLAC collection and it's great for movie audio playback too. I would rather keep this over HDR playback.
I have an old 1050 low profile in the htpc, but I have also connected my mid-end gaming PC to the TV with a 3060TI and it was the exact same result with the 30hz HDR or 60hz HDR.
It is on a long HDMI cable so it could be that, due to room setup, but I need to unwall mount my tv to test. Mega ballache.
Or perhaps just my tv only supports 30hz HDR via HDMI.

then, in my opinion, you need a Zidoo Z9X Pro, supports USB-DAC and the very uncommon SACD
