Update: Windows re-enabled HD Graphics 530, and Jellyfin decided to use that instead. >>
Disabling that fixed it, letting the A310 be used.

I guess another way is to use the GPU selector in Windows graphics settings and set Jellyfin Server/FFmpeg to preferentially use dGPU.
