Parental ratings are chaotic in 10.9.1 - JFUs3r - 2024-05-16

After upgrading Jellyfin, I had some problems with some media not being accessible. I eventually noticed the problem was caused by Jellyfin changing the rating system it used.
Before the update, everything used US ratings, though Norwegian ratings were fetched for the content those ratings were available for. Thus, every user's parental rating was set to 9.

So, now when I change the max age rating for a user, I can choose between the available Norwegian age ratings. Also, when I need to change an age rating, I can only choose between the Norwegian ratings.
My media, however is in one of four rating systems. The first is the US rating system (I think), which a lot of movies have, presumably because no Norwegian age rating is available.
The second and third is the automatically fetched Norwegian age ratings. They all start with "NO-" (Like NO-11), but one of the rating system appends " År" (years) after the rating itself, and is thus separate from those without "År".
The fourth and last is the ratings I set myself. If I set a movie to all ages (A), that ends up in a different filter than automatic metadata, which adds movies to NO-A.

Weirdly, in my filters for movies, some age ratings that have no items are listed as well, such as TV-G, TV-Y, NR and NO-NR. For another library, where I have set a custom (US) rating for many items, those ratings don't show up as available filters at all, for some reason.

So I guess my real questions are: Why aren't the three types of Norwegian ratings merged into one? Why can I have items in my library with US ratings, but I cannot set any rating to those values (Like if the rating is incorrect, and no Norwegian rating exists)?

I'm wondering if I need to manually change all ratings to Norwegian ratings for everything to make sense again. I did try a "replace all metadata", but the ratings stayed the same.
