is it possible that the admin creates a slider or section within movies/series that contains recommendations by the admin?

Not in vanilla Jellyfin and I'm not aware of any plugins or anything like that to add the functionality in.
Anyone feel free to correct me.

thanks for that link. I checked out the github repo but it looks very hacky. I will do some more digging though!
Depending on how difficult it is to create a plugin, I might give it a shot myself. I need to find out more infos on that
