Odd Direct Play / Transcoding Issue - bolgnacake - 2024-10-04

Hello all,

Hoping to get some insight into the problem I'm experiencing. My networking and media knowledge is limited, but I'm learning!

I have a 4K LG C2 OLED, Amazon Fire TV Stick 4K Max, and a Sony Z9F 3.1ch Sound Bar w/Dolby Atmos. 

I'm seeing issues around the "Max streaming bitrate" Jellyfin option, which I initially left at the default of 100 Mbit/s. Some 4k content plays great. Night of the Living Dead, 4K HEVC w/burned-in subtitles - Jellyfin reports direct play, no issues.

Now the following two, I would expect direct play because I believe my hardware should support the video and audio codecs.

Halloween 4K Dolby Vision DTS Stereo - crashes.   
Halloween II 4K Dolby Vision DTS Stereo - plays but transcodes due to video exceeding bitrate limit.

The following is where things start to get really interesting. Titles I would expect direct play from and confirmed, are in fact, direct play; however, while I receive audio, my TVs screen is black - no display at all and no media options from Jellyfin either (fast fwd, stop, etc)

I've done a lot of experimenting and currently the option that "works", is to drop my "Max streaming bitrate" option down to 70 Mbit/s, which triggers transcoding in all the problem titles. While those titles play fine transcoded, it still irks me that I have to transcode and I'm not sure why they have to.

For what it's worth, I have Verizon Fios gigabit Internet. My speed tests to outside networks seem fine (results = 524mbps down / 892mbps up), though my playback is internal only - so I'm not sure if I'm hitting some bottleneck? My Fire Stick TV is Wifi 5Ghz, very close to the Fios router, and my Jellyfin server is a mini-PC that is hard-wired ethernet to the router.

Since a lot of this is new to me, I'm looking for insight, because maybe my assumptions on codecs w/my specific hardware is wrong, or understanding of my networks capabilities (bitrate?) are off, or maybe there are some server options I should focus on (I have tried many)? There's a show stopping bug with the Fire TV Stick 4k and Jellyfin Android TV client with media that has both DV and HDR10+ metadata.
