Hi,
I have Jellyfin installed on my Unraid Server, here are my specs:
Intel 12600k
64GB RAM
My 4kto1080 transcode is running at only around ~28fps, so it takes a while to complete and even stutters from time to time. Is my CPU too weak?

Your hardware is fine.

Your issue most likely is because you're not using the integrated GPU (iGPU) of your CPU to handle the transcode.
Using Intel's Quick Sync Video (QSV) to let the GPU handle the transcode will be way faster than what any consumer-grade CPU can handle.
You need to go to: dashboard > Playback > Transcoding
There, you can enable HWA.
