Can someone tell me what I'm missing I am not seeing what option I have clicked wrong.
Its a i5 12600k so I am not seeing any wrong encoding options.

Since it is only transcoding the audio, the setting you are showing are not a factor. Your video is Dolby Vision and DV is a PITA to get working on Android TV (or in general). So much so that I gave up trying and just convert all my videos to HDR10.
For the record, you can check every codec in that list except VP8. You can also check "Allow encoding in HEVC format" and both tone mapping check boxes.
