I have added the fanart.tv plugin and enabled it for both of my libraries. Will it only be used when new content is added to my libraries or is there a way to refresh so that it will be used for content that was added before I added and enabled the plugin?

If you have existing content, you'd have to rescan and select "replace all metadata" and check "replace all images" while ensuring that the fanart plugin is the primary image provider for the library.
