in my case i went to dashboard then Playback then transcoding
i unchecked allow encoding hevc and av1
set hardware acceleration to none
this resolved my issue

Truenas scale with Jellyfin as an app in truenas on both
I still say to use less internet and use more cabernet (responsibly (only if driving))
