I'm wondering about choosing a GPU for Huananzhi X99 QD4 with E5 2660 V4 128GB ram ECC for truenas server, I have many videos 4K HEVC HDR transcoding to 4K tivi and 1080p, 720p for phones and tablets.
Where I live, the old P620 costs $51 to $65 new t400 and a400 cost about $176 and $197 Which GPU do you think I should choose?

The T400 and A400 are not meaningfully better to justify the additional cost. They all have nearly the same codec support.
What is the availability of Intel Arc GPUs in your country?

In my country, Intel ARC is only sold on trading platforms like AliExpress

If you can get an Intel Arc GPU at a reasonable price, ~$120 USD for an A380, I'd recommend that. Of your Nvidia options I would recommend the P620. Excellent value, still has driver support, still has good codec support. The newer models are not meaningfully better to justify the cost.
