In that file, near the top you will see three lines.  One says information and two warning.  Change all three to Debug.

I've edited a lot of files in my life. But do not know how to get to this one.

It's probably something simple I'm not aware of enabling or doing in Synology DSM. Please point me in the right direction and I'll figure it out. Thanks.

That is the container path. Prepend the file path with where you mounted /config.
