i'm a newbie so sorry if this is a dumb question

something is throttling my downloads from jellyfin specifically? i can stream video smoothly without issue, but downloads peak at about 325kb/s for some reason. downloads from any other site work just fine.

AFAIK, there is no download throttle mechanism in Jellyfin. If you have a reverse proxy in front of your server, that could be throttling downloads. But that requires additional configuration and is not enabled by default.
