I found that if I click the checkbox "Host Network" in the networking section of the app config, it works. I know in the background that is just binding the container to the host IP and skipping Docker networking. Must have to do with how they have Docker network translation setup on TrueNAS. I'll see if I can find where to report this issue. I'll report back if I learn anything.
