Currently, transcoding HDR content will always apply tonemapping to SDR. It would be great if on HDR capable devices transcoding to HDR would be possible too. For instance transcoding a 4K HDR movie to 1080p HDR or a very high bitrate 4K file to a lower 4K bitrate.

This is already a planned feature in the upcoming 10.9 release.

I don't know for certain since I don't run unstable. But from the dev discussions, new features are no longer being added, bug fixes only. So I am assuming it is present in unstable.

I have installed Jellyfin 10.9 but it still falls back to tonemapping to SDR for HDR content when transcoding. Is there a setting that I am missing?

HDR to HDR transcoding did not make it to 10.9. And apparently may not happen at all. I recall there was a PR to add that but it must have not worked or was not feasible.

Thats very sad to hear. I was really hoping for this feature. More and more more of my mobile devices support HDR-Content and to view my 4K-Bluray-Rips on the go HDR-to-HDR-transcoding would be mandatory.
Is there any information on why it didn’t work out? Not that I could contribute much, I’m just interested.

Perhaps. I asked one of the devs and they said the HDR to HDR transcoding didn't make it into 10.9.
