    No, not via the web browser.

    I opened the movie file directly in the folder with VLC Player.
    I think I'll uninstall and reinstall everything.

    Have you checked the power settings for your tethered drive?

    Yes, I've disabled everything in Device Manager and advanced power options.

    Even in the BIOS, ERP and USB S4/S5, although those have nothing to do with it.
