Jellyfin Plays At 480P (Remote)

So I have a Jellyfin server
Dell r720 Cpu: E5-2697 V2 Ram: 96GB GPU: GTX 1660 Super (Transcoding)

I have my brother using this and no matter what he seems to be stuck with constant buffering and issue after issue and now he has to watch it at 480p. He has good internet he primarily uses it on his Laptop Chrome/App. Doesn't make a difference time of day or anything he has a constant struggle this happened on his laptop and his laptop before that. Im in a constant struggle to figure out why his client doesnt pull and load. He uses his friends plex sever which is located close to me with no issue. I dont understand why plex would work fine and not Jellyfin. I dont know what would cause the buffering. I use it on my phone when im not at home and it works just fine. Any ideas on what it could possibly be? It seems to be network related as his phone, laptop, and TV. Just dont play it. If it does it is at 480p? I dont get what could be causing this please help.

Disable transcoding for your brothers user, and have him use a client that can direct play your media.

With direct play it just loads nothing ever plays it will sit this way for at least 5 minutes.

Could you post jellyfin and ffmpeg logs from when your friend access your Jellyfin?
