notify user via screen

Hello,
how can I do that through jellyfin that users are notified about the screen? Even those who are not online?
E.g. about news, new playlists, etc.

There is a "Newsletter" plugin that can send out emails.

I don't think it includes playlists, though. Just new movies/shows, etc.

Thank you, I had already found that, it's very interesting, but I added the users “manually” without an email address, so I'm looking for something that appears on the screen.
