People pictures missing

I did a fresh/clean install of 10.9.6 (Thank you Marius Hosting https://mariushosting.com) and the People pictures are missing. Completely.
When I click on the blue square where the missing picture is I am taken to their profile. Click back and the picture is showing. Their picture then populates correctly to all the movies they are in.

What is broken? This also happened with a clean install of 10.8.x.

Once their picture populates it's permanent. Any thoughts?

Verify that TMDB has pictures for those actors.

It does. Have narrowed down the issue. When I click on the blank box, it takes me to the actor profile already populated in my Jellyfin instance. The character is already there but JF just isn't taking the picture image from the Profile page and populating it to their name in the movie's character list. It's just putting Actor Name, Character Name and blank image box.

When I click 'back' (out of the actor profile page) I go back to the list of characters and their image is now correctly showing.

I'm having the same problem on fresh installed jellyfin on windows 11.  I have to manually search for the cast and crew images to make them show up

By 'manually search' do you mean clicking on the missing image of the actor in the character list like I have to do?
Asking to determine if we have the exact same issue with a similar manual fix.
That would help the devs look for a solution.

I have to click on edit images and then search and download the image manually for the image to show up. Or i have to replace all metedata for the profile images to download and be displayed.

Sounds like we have different issues. Mine is "images/pics are already in my JF Actor Profiles but won't populate to the movie character list" and yours is "No images ever downloaded to the Actor Profile".

Yeah, my issue was with the tmdb plugin "image scaling" settings which were blank for some reason. I set them to original and the problem was fixed
