Hello, nobody was responding to this thread: https://forum.jellyfin.org/t-jellyfin-to...ems?page=4

So I wanted to open a new issue to try and get some help

My issue is that playing my video at a lower resolution causes some strange video problems.

Because you have a strange problem that we can't explain. I have a RX6800 in my desktop and I haven't been able to replicate your problem with a test instance of Jellyfin. Your RX6700 isn't that much different so either your hardware is bad or something else weird is going on.

Hey Man, I appreciate you trying your hardest to solve my issue, but in the end, for now, I have decided to switch over to plex. I really like what you guys are doing here, and some of your stuff you are doing better than plex, but considering the fact that plexs tone mapping works, and yours doesn't is just kinda a bummer to me. I even tried to just re-install LM all together, but the issue still prevailed. Keep up the good work, and I hope to come back to Jellyfin one day and have this issue fixed.

Plex's tonemapping on AMD is CPU based.

Unfortunately I can't reproduce this on the AMD cards I have, but hopefully this will change over time.

Perhaps you can try again with the upcoming Jellyfin 10.10, the upstream Vulkan framework in FFmpeg has been overhauled.

FWIW, the last couple of 10.10 unstable releases have worked pretty well for me. Both on my Intel based server and my AMD based desktop (the one with the RX6800).
