10.9 is in beta. When it will be released to stable is not certain.

When the Jellyfin team feels that the current changes in the unstable builds are in a good state for a stable release, there will be a series of "release candidate" builds published for testing and then a new stable feature release happens. Right now there are still several critical items on the to-do list so we aren't at a good place to start considering a stable release.
