What Fate said. Xeons are not magical CPUs. They are fancy desktop CPUs with more memory channels and PCIe lanes. You would be, essentially, running Jellyfin on a Intel desktop CPU from 2011. And while Xeons have more cores than their desktop equivalents, they have lower clock speeds.
The Intel N100 would, literally, have the same per-core computational performance as that Xeon 2650. But the N100 has a modern Intel iGPU, which means it has modern Intel Quick Sync and modern codec support. It would run circles around the 2650 for Jellyfin usage.
But if you have more computational needs, need more memory, etc., Fate's suggestion of getting a modern, beefier CPU with an Arc GPU is the way to go.
