Does anyone know what the above means and how to fix it?

I think I may have had the same issue about a year and a half ago and I solved it by doing a fresh install and then setting the port to the port that I use and then bringing in all my old data but I would really love to avoid doing this again so many things got messed up it drove me crazy

Edit: No clue how but its working again
