Profile 8.1 files play correctly in Dolby Vision but for Profile 7 files it shows a blank screen with no error message along with no playback.
Even though the files have a fallback to HDR, it doesn't fallback to HDR and the same files play flawlessly on other devices in Jellyfin while falling back to HDR.

Are you certain it is failing back on other devices? Or is it transcoding + tone mapping?

Even though 7.6 is also HDR10 based, AFAIK DV 7.6 does not fall back to HDR10. Only 8.1.

This behavior is very device specific but all DV profile 7 videos have an HDR10 compatible base layer, but whether to fallback to that is device specific.

Agreed.  But I don't recall anyone successfully getting HDR10 fallback from a DV7.6 source.  This issue, specifically, is the reason I went down the "get rid of Dolby Vision" rabbit hole.

I tried it on Swiftin and Jellyfin Media Player for Windows, it's streaming directly (image attached below) for these files and they are playing successfully, indicating that it's falling back to HDR, any ideas or workarounds which I can try? And is there no transcoding in such cases for Google TV?

How can achieve the same result of falling back to HDR?

Found a workaround to play Dolby Vision Profile 7 files,

Use Jellyfin as the server and Kodi as the Client and Play the files in Dolby Vision Compatibility mode in Kodi which converts P7 to P8.1 on the fly!
Hope this feature gets implemented in Jellyfin in the future!
