same problem with playback on phone and browser
could it be a permissions issue with ffmpeg? reading but not executing?

Try turning off IPv6 in Jellyfin and disabling the Trakt plugin. You will need to restart Jellyfin after doing this.
Then try to reproduce the problem.

tried both with a restart and still have the problem on the clients. i was surprised to see ipv6 on in JF as i had turned it off previously when i had a library issue

I don't think this is caused by any performance issues from the N100. The only thing that makes sense is that this is a network problem.
Is this a headless Linux server? Or does it have a desktop? Are you able to do any speedtests on it?

If 4.51Mbps is also about how fast it is transferring to other PCs on your LAN, that is lower than the bit rate of the all the videos your shared logs for. Which range from ~6-11Mbps, including audio.
Is the N100 connected to your network over WIFI?

i think you figured it out. looking at the specs on the my new n100 and my old n100.
new n100 is using wifi5
old n100 is using wifi6
wifi5 is causing that limit

All my WIFI5 devices get around 300-400Mbps on the 5Ghz band with WIFI6 devices getting around 700-800Mbps.
WIFI5 on my 2.4Ghz band get around 50-100Mbps.
So it all depends on what band the Jellyfin server is on, signal strength where it is located, how crowded the spectrum is.
Move it closer to the router, if possible. Use ethernet if possible. If it is on the 2.4Ghz band, move it to the 5Ghz band.

Agree, I think you found the issue.
Another alternative is get a Wlan 6 card with m2 wifi or pcie x1 (whatever you have)
I would recommend an intel chipset in any case.
But if you can use an ethernet cable that should be nr1 choice
