How did you install jellyfin? The standard Windows installer? I'm almost wondering if the binaries themselves aren't corrupt. I think we're running out of ideas here, and I'm leaning toward just having you file a github issue to get it looked at as a bug. But let's make sure it's not an installer issue or something.
