i am having this issue as well, i had jellyfin installed as a service but uninstalled it because i was not able to see the dashboard anymore,i did select to remove everything during the uninstall, then rebooted and re-installed the server as non-service.
however now i can not log in, my previous user account does not work and in that system.xml the setup is set to false
"<IsStartupWizardCompleted>false</IsStartupWizardCompleted>"
Edit: Disregard, got it sorted. URL was messy, directly navigated to http://localhost:8096 and the setup started properly (i would have deleted this post but didn't spot that button if it exists.)
