There is a daily scheduled library scan AND you can manually start a library scan. You can also set each library to constantly monitor for new files and folders.
There is an item limit (100, I think) for each "Latest" section. Each episode of a TV series will count towards that. So if you have a really long series, that single series might dominate that "Latest" section for quite a while.
