Every single codec except for MPEG2 and VP8, and the movie I tested was was HEVC.

Your video is 10-bit HEVC, which Skylake doesn't support decoding with QSV.
Use this table to adjust which boxes you should check. Reminder that the check boxes are for accelerated DECODING.
