I can't think of anything logical to explain what is happening.  But you're not the first Skylake owner to have unexplainable transcoding difficulties.

okay fair, then i will just try to juse a gpu i have lying around. Or should i just not use HW, its a Geforce gtx 1060 3gb

Oh. A 1060 would be great. Has better codec support than your 6700. Including HEVC 10-bit.

Oh i just head that QSV was very good, so i thought nothing of that card. I will try to get that working. Thank you very much for your help. I will see if i need help with that gpu Halo

Of the big 3 GPU vendors, Intel QSV has always been ahead of the game in terms of quality and performance. But Nvidia has been a very close second since the 1000 series.
