Dolby Vision content on JMP / Windows 11

I've been having trouble with Jellyfin playback on my TCL TV - stuttering mainly, on higher quality content, especially Dolby Vision. This happens both on WiFi and a gigabit wired connection. Both of which I've confirmed several times that they can get at least 500mbps to the Jellyfin server from that TV, so it's not a bandwidth issue. All I could figure is that the hardware in the TV isn't really up to the task of UHD bluray remux's... so, since I was already setting up an SFF desktop for gaming us on my TV I figured I'd set that up with Jellyfin Media Player, but that's honestly even worse.

So of course I'm finding out now that Dolby Vision / HDR playback on JMP and Windows is not really possible and looking for alternatives...

Before anyone goes there, no I can't use jellyfin-mpv-shim. That will have zero wife-approval-factor.

For the record, the content does play in JMP on that Windows 11 PC - but it has some weird effects. For example when there's a cut in the video edit there are strange artifacts (sort of like the last frame from the previous scene and first frame from the next scene blending together).

So, as annoying as it is, what I'm hoping to find is a way to always transcode DV/HDR content on the server so that it tonemaps to SDR. I realize this sounds a bit silly if I have a TV that's technically capable of playing this content, but I'd rather smooth and glitch-free playback then SDR.

Is that possible? Or better yet, am I missing something about DV/HDR playback on Windows with JMP?
